§ Mr. LloydThe conveyance of explosives by road is subject to by-laws made by the Secretary of State under Sections 37 and 39 of the Explosives Act, 1875. I am sending to my hon. Friend a copy of the by-laws at present in force, from which he will see that while they necessarily differ to some extent from those applicable to conveyance by rail, in view of the different nature of the means of transport, they follow the same general lines.
