§ Mr. ColvilleI had an opportunity of discussing this matter recently in Glasgow with representatives of the district councils concerned. While I shall keep their representations in mind, the hon. Member will appreciate that any alteration of the present law would involve legislation, as to which I am not in a position to make any statement.
