asked the Prime Minister how many of the principal sugar-growing countries of the world have still failed to ratify the International Sugar Agreement; and whether any steps are to be taken to encourage more ratifications before the next meeting of the Council?

Mr. Butler:

All the signatories have ratified the Agreement with the exception of China, France, Hungary and Yugoslavia. At the last meeting of the Council the representatives of the three last-named countries announced that ratification by their Governments would take place shortly. In the meantime the Agreement is being operated by all the countries concerned as though it were officially in force.
