asked the Secretary of State for the Colonies whether it is intended to implement the Motion passed in the Ceylon State Council Parliament, asking for the appointment of a special com- mittee to inquire into questions of discipline and promotion in the Government service, with the view to the establishment of some permanent machinery to deal with such cases?

Mr. Ormsby-Gore:

Discipline and promotions in the Government Departments of Ceylon are governed by regulations which have been drawn up after careful investigation with the approval of successive Secretaries of State, and are based on long experience of Colonial administration. Every member of the public service who considers that he has been unfairly treated has a right of appeal and every case is carefully reviewed before it is submitted to the Governor, in whom, under Article 86 of the Order in Council of 1931 the disciplinary control of public officers is vested. The regulations relating to discipline have recently been revised and the Governor informs me that he does not propose to implement the Motion for the appointment of a special committee.
