§ Mr. ButlerThe funds provided by the participating Governments for financing the Observation Scheme are vested in a company registered in London under the Companies Acts of the United Kingdom, and its accounts are kept in accordance with the provisions of those Acts. I understand that at the request of the International Board arrangements were made at the outset of the scheme for the accounts to be audited on a fee basis by the Comptroller and Auditor-General of the United Kingdom.
