§ Mr. ButlerI cannot on the information at present in my possession say whether there has been an increase in the sale of dangerous drugs in the international settlement at Shanghai. As to sources, it is believed that of the opium seized during 1937 consignments came from both North and South China, while the heroin is thought to have come mainly from the North.
