§ Mr. BurginWhere it is necessary to fix compulsory stopping-places for omnibuses outside the Metropolitan traffic area, the most suitable sites are selected by the Traffic Commissioners, in conjunction with the police and local authorities, who must have regard to the safety and convenience of all classes of users of the roads. Signs are erected either by highway authorities or, with their consent, by the operators. Conditions vary so greatly in different areas as to make general directions inappropriate.
