asked the Secretary of State for Scotland whether he has yet taken steps to appoint the consumers' committee for which provision is made in the Second Schedule of the Herring Industry Act of 1935?

Mr. Elliot

Owing to the fact that the Herring Industry Act, 1935, did not provide for expenses in connection with this committee it has not been practicable to appoint it. The question will be reconsidered as soon as an opportunity for amending legislation occurs.
