§ Mr. LloydA number of handbooks and circulars have already been issued on the various parts of the duties of local372W authorities under the Air-Raid Precautions Act. A model scheme with an explanatory memorandum will be issued next week. In addition it is being arranged that the handbook which has been prepared for householders will shortly be issued to local authorities for distribution to air-raid wardens and other air-raid precaution volunteers. As my hon. and gallant Friend will realise, it would be difficult to comprise all the various types of air-raid precautions in a simple handbook.
