asked the Home Secretary whether he will consider giving special instructions to the new mobile and motorcycle police that, when warning drivers of vehicles and cycles concerning alleged breaches of the law, they should hand them a copy of the Highway Code with the rule alleged to have been broken underlined for their information?

Motor patrols are instructed to carry a copy of the Highway Code with them, and to draw attention to its provisions in all appropriate cases. I doubt, however, if it would be practicable to adopt the suggestion made in the question.
