asked the Secretary of State for Scotland whether he has considered the memorandum from the Scottish Herring Producers' Association, Limited, drawing attention to the failure of the Herring Industry Board and asking for its reorganisation; and what steps, if any, he intends to take to secure more effective working of the board?

The views of the Scottish Herring Producers' Association, Limited, were heard by my right hon. Friend the Minister of Agriculture and Fisheries and myself, when we received a deputation on 3rd February. In reply to the second part of the question I would refer to the reply which I gave yesterday to a question by my hon. Friend the Member for East Aberdeenshire (Mr. Boothby).
