§ Mr. McGovernasked the Secretary of State for Scotland whether he is aware of the hardship caused to district councillors in county areas who are not allowed any payment for lost time from work or business in carrying out their duties; and that a large majority of these district councils have expressed their desire to have payment similar to members of county councils; and will he take steps to make provision for payment?

§ Mr. ElliotI am aware that there is no authority for the payment of allowances to district councillors in respect of time lost from work in carrying out their duties, and I have received representations from a number of district councils on the subject. Legislation would be required before such allowances could be paid, and as at present advised I am not in a position to make any promise on the subject.
