asked the Secretary of State for Foreign Affairs the present position with regard to the despatch of a neutral commission to Spain to obtain information for the withdrawal of volunteers?

A draft resolution to be passed eventually by the Non-intervention Committee has been prepared and submitted to the participating Governments by their delegates represented on the Committee. This draft resolution will answer the points raised in the replies from the two parties in Spain to the Nonintervention Committee's Resolution of 4th November last, regarding the despatch of commissions to either side to arrange the withdrawal of foreign volunteers from Spain. It will also contain a reaffirmation of the existing undertakings entered into by the participating Governments and detailed information regarding the work to be performed by the commissions, the conditions under which belligerent rights will be granted to both sides in Spain, and the methods to be employed for restoring and strengthening the control of the land and sea frontiers of Spain.

Agreement has been reached on almost all the matters dealt with in this draft resolution. In the meanwhile in order to avoid any unnecessary delay after the resolution has been adopted, the board has been authorised to spend a sum not exceeding £5,000 on initiating the organisation required to give effect to the scheme.
