asked the Secretary of State for the Colonies whether he is aware that the chief justice of Ceylon has been attacked by Sinhalese politicians, both in and out of the State Council, with regard to his impartiality; that the judges of the Supreme Court of Ceylon have lodged a protest against attacks on the chief justice by Sinhalese politicians and have stated that they will never again function on a non-judicial commission; and whether he will take these facts into consideration when considering the revision of the constitution of the Colony?

I have seen reports to this effect in the Press, but have not yet received any report from the Governor on the matter.

asked the Secretary of State for the Colonies whether he will consider including in the Order in Council governing Ceylon a provision that bankrupts and judgment-debtors should not be eligible for membership of the State Council?

It will be seen in the despatches between the Governor and myself which are being published that proposals of this nature have been under consideration.
