WarrenderThe War Office Contracts Department follow the principle of1190W accepting the lowest offer of goods which conform to the specification, but it reserves the right to vary the rule, in order, e.g., to secure quicker delivery, to spread orders when competition is limited, to enforce observance of the Parliamentary Resolution about the King's Roll, or to limit the size of orders given to inexperienced contractors.
