§ Mr. Hore-BelishaThe new conditions recently introduced do, in fact, include revised scales of gratuity and retired pay for combatant officers retiring on, or after, 1st August, 1938, the date on which the scheme came into effect. Unfortunately, in instituting a new set of conditions, those who have not been subject to these new conditions cannot receive the benefits, and this is the general position under any reform.
