Mr. CooperApart from certain officers appointed on a temporary or short-service basis, naval officers are not appointed for a specific period. Provision is made for the voluntary retirement of naval officers after they have attained the age of 40 or the rank of Commander (if earlier) but the retirement of younger officers of the rank of Lieutenant-Commander is allowed when the state of the list permits and more junior officers may be allowed to resign their commissions. While every consideration is given to an officer's personal circumstances, every retirement and
