Marquess of HartingtonThe position still remains as it was at the time of the establishment of the Commission of Government, when the only elected local Government body in Newfoundland was the Municipal Council of St. John's. It is the wish of the Commission, as it was that of previous Governments, to encourage the establishment of such bodies, and two Acts have been passed in recent years with this object. Owing, however, to the lack of popular demand no such Councils have yet been formed.
