§ Mr. Ormsby-GoreI am informed that of 248 Maltese who signed on United Kingdom registered ships during the last 12 months at least 218 were qualified seamen. There are no coloured seamen in Malta. Coloured seamen who are dig-charged in Malta are repatriated.
