§ Sir V. WarrenderOne of the main local conditions necessary for the erection of a filling factory is that there must be a large and fairly level area at some distance from habitation. The Merthyr Tydfil area was extensively surveyed, but it was not possible to find a site which satisfied this condition. I may add that the claims of this area for other purposes are not being overlooked.
