§ Mr. BurginI assume my hon. and gallant Friend refers to the proposal to construct a fly-over bridge at the southern end of the new city centre. If so, I am unable to dissent from the opinion of the City Council that the relatively steep gradients and other difficulties involved make the suggestion impracticable.
