asked the Secretary of State for War whether he is aware that the present system of financing Territorial Army associations is cumbersome and complicated; that in a large number of cases grants are insufficient for their intended purpose; that the present system takes no account of the special needs of scattered areas; and whether he will consider introducing a block grant based on a formula which allows for special and local conditions?
