asked the Home Secretary whether, with a view to reducing the number of accidents in factories and workshops, he will take steps to inform employés more effectively of their right to lodge complaints of breaches of the regulations affecting their health and safety, having regard to the statement contained in the last annual report of the Chief Inspector of Factories that 51 per cent. of complaints received in 1936 were substantiated upon inquiry?

The inspectors are instructed to let it be known among workpeople that information sent to the inspectors as to breaches of the Act or Regulations will receive attention and be treated confidentially; and no doubt local representatives of the workers can do a good deal to spread knowledge of the position. I will, however, consider the point further, and if the hon. Member has any particular suggestion to make I should be glad to receive it.
