Mr. Hall-Caine

asked the Secretary of State for War for what reason it has been decided to make a drastic reduction in the number of chargers provided for officers in the Army; whether he is aware that this action will adversely affect the prestige of the Army and the flow of recruits; and whether the officers concerned will be compensated in any way for this abolition of a valued privilege which was assured to them on joining the Army?
