§ Mr. LloydIt would not be practicable on grounds of cost to construct on any appreciable scale shelters proof against a direct hit by a large high explosive bomb. Arrangements are being made with the help of local authorities for suitable places to be earmarked as refuges for those who might be caught in the street and for such places to be given as good protection against blast and splinters and gas as is possible. A handbook for householders on air raid precautions is in an advanced state of preparation.
