asked the Minister of Health whether, taking the figures for the last five years, he can state the average number of insured persons who have never used the services of their panel doctor?

In each of the five years 1932 to 1936 the number of insured persons in England and Wales who, although entitled to medical benefit, had not chosen an insurance doctor, was on the average about 495,000. I cannot give a similar figure of the number of persons who have chosen a doctor but have not used his services.
