asked the Secretary of State for War what were the various points of interpretation to which the award of the Industrial Court on the case of departmental clerks, issued on the 12th of October last, gave rise; in what circumstances it has taken six months to settle these points of interpretation; and what are the points stated to be still outstanding?

The points of interpretation concerned generally the method of assimilation to the new scale including the application of the efficiency bar laid down in the award. At the same time consideration had to be given to the effect of the award on the existing clerical organisation, and these matters together involved prolonged discussions at a period when other large questions of pressing importance were being dealt with. The outstanding points have now been settled.
