§ Mr. Silvermanasked the President of the Board of Trade whether it is within 2283W his knowledge that it is practically impossible for the owner-occupier of a dwelling-house to insure his property against the risk of destruction by the enemy in war; and whether, in view of the large number of persons who have invested their life savings on purchasing their houses, he will consider the advisability of instituting a scheme of state insurance to cover these risks?
