Mr. Creech Jones

asked the Secretary of State for the Colonies whether, in view of the large proportion of the able-bodied male natives of Nyasaland and Northern Rhodesia who migrate for labour purposes to other territories, he is considering the advisability of emergency schemes of family migration or settlement and, where this is not possible, of limiting the period of absence from their homes?

The possibility of assisting family migration where it is possible will not be lost sight of, but there are many difficulties. Meanwhile, the question of limiting the period of natives' absence from their homes is being pursued as will be seen from Clause 6 of the Salisbury Agreement signed by the Governments of Nyasaland and Northern and Southern Rhodesia. A copy of this draft agreement is now in the Library of the House.
