§ Mr. Ormsby-GoreCopies of the report did not reach the Governments of Hong Kong and Malaya until the end of 1877W February. I have asked the two Governments to let me have their full views on both the majority and minority reports. But in view of the obvious complexity of the problems raised I expect it will be some little time before I can reasonably expect to receive considered replies.
