asked the Secretary of State for Dominion Affairs whether he will give particulars of what provisions are being made for the return to this country of emigrants in our Dominions who are at present unemployed and destitute?

As I explained in the Debate on the Committee stage of the Empire Settlement Bill, there are no funds at my disposal from which return passages to this country can be provided, but I am having inquiry made into the question of establishing such a fund. Hitherto any assistance given as regards return passages to the United Kingdom has been afforded by Governments overseas or by interested private organisations in the case of certain especially hard cases.
