Mr. Petherick

asked the Chancellor of the Exchequer, in view of the fact that import tax is being claimed on waste oil recovered by harbour separating

thereof in the prescribed year sufficient to make a large burgh, as the said boundaries are defined in Section 4 (25), delineated under Section 9, and become effective under Section 5 (1) (b) of the said Burgh Police Acts?

Provision is made by the existing regulations under Section 70 (1) (b) of the Act of 1929 for block grant adjustments required in consequence of any alterations of authorities and boundaries which can be effected under the present law. The creation at this date of a new "large burgh" within the meaning of the Act of 1929 could not be effected except by legislation. The need for regulations as to grant adjustments in such a case does not therefore at present arise.
