asked the Minister of Transport whether he will consider the probable effect upon the number of motor accidents of amending the law relating to compulsory third-party insurance, with a view to placing upon car owners a proportion of the financial responsibility for accidents in which they are the guilty parties by limiting their ability to insure beyond 75 per cent.?

Even if it were demonstrable that the limitation of insurance cover would make the driver more careful, the effect of the proposal would be that in many cases an injured third party would be able to recover only 75 per cent. of the compensation awarded to him.
