Member is no doubt aware, the draft Constitution was proclaimed in May last554W year; the National People's Congress was originally to have been convened last November, but has now been postponed until next November. His Majesty's Ambassador furnished my right hon. Friend with a full report on the subject in June last year, and I have no doubt that he will keep him fully informed of future developments without further instructions.
