Mr. A. Henderson

asked the Secretary of State for Foreign Affairs whether he will state the total number of troops maintained in North China, under Article 9 of the Protocol of 7th September, 1901, by each country concerned; and why there should be any difference in the respective strengths of these forces?

Great Britain 1,007
United States of America 1,274
France 1,815
Italy 406

The number of Japanese troops is estimated to amount now to about 10,000. The number of troops maintained under the Protocol is not prescribed by treaty, but is left to the discretion of each Power.
