MorrisonI am not aware that the Land Drainage Act imposes an unfair burden on householders and small 53W holders, although the payment of drainage rates, like the payment of other charges, may be found more onerous in some individual cases than in others. Administrative action in the direction of mitigating possible hardships is within the discretion of the responsible local authorities.
