§ Mr. W. S. MorrisonI am aware of the circumstances to which reference is made in the first part of the question. With regard to the second part of the question, I would remind my hon. Friend that a differential rating order can only be made by the Drainage Board themselves, although they are required, if they do so, to consult the Catchment Board, and the order cannot become effective until it is confirmed by me. I have, however, no power to require an order to be made, as this matter is entirely within the discretion of the Drainage Board.
