asked the Minister of Agriculture whether he is aware that lands in the parish of Stockton-on-Forest, which are included in the River Foss internal drainage district, do not drain direct to the River Foss, although they are compelled to pay rates for work done on that river; and whether, in the circumstances, a differential rating order will be made?

I am aware of the circumstances to which reference is made in the first part of the question. With regard to the second part of the question, I would remind my hon. Friend that a differential rating order can only be made by the Drainage Board themselves, although they are required, if they do so, to consult the Catchment Board, and the order cannot become effective until it is confirmed by me. I have, however, no power to require an order to be made, as this matter is entirely within the discretion of the Drainage Board.
