Mr. J. Griffiths

asked the Minister of Labour whether his attention has been called to the recommendation made by the District Commissioner for the Special Areas of South Wales, in paragraph 174 of the Report of the Commissioner for Special Areas, that the time is now opportune for a scheme on a large scale in South Wales for the improvement of grass hill-lands under the Stapleden process, with which is linked the planting of shelter-belts; and what steps are being taken to carry out this recommendation?

The paragraph in question contains a suggestion by the District Commissioner, but there is no recommendation to me from the Commissioner himself. I am willing to consider the matter on its merits, but I should mention that it was not favourably regarded when it was last under consideration two years ago.
