§ Sir J. SimonThe nature of this case is stated in the passage of the return to which the hon. Gentleman refers. It was carefully considered whether there should be a prosecution but, in all the circumstances, it was decided that the appropriate course was to suspend the granting of the licence, for which application was made, for six months.
