§ Mr. LLOYDThe construction of shelters for the public which would be proof against direct hits by high explosive bombs is impracticable. It is proposed that as far as possible members of the public should remain indoors in a part of their homes or places of work which has been adapted as a shelter and is gas proof and splinter proof.
