§ Viscount CRANBORNENo restrictions are enforced against Abyssinians wishing to proceed to Western Abyssinia except in so far as visas to cross the Sudan are required. Applications for such visas must be made individually and each is considered on its merits with special reference to the reasons for the intended journey, the conditions actually existing in Western Abyssinia and the political and other considerations involved.
