§ Sir G. COLLINSThe answer to the first part of the question is in the affirmative. As regards the second part, town councils have power under existing law to make by-laws in regard to the hours of opening and closing of premises registered as places for public refreshment, and legislation for the purpose referred to by the hon. Member would not appear to be necessary.
