asked the Secretary of State for the Colonies whether he will hold an inquiry into the working of Native Administration in Nyasaland and call for a report for the improvement of the system of appointments of paramount chiefs as Native authorities?

I do not consider that there is at present any need for a- special inquiry into the working of Native Administration in Nyasaland. The system has been functioning only since 1934, and while it is yet too early to attempt to judge results, I am satisfied that a promising start has been made and that the new policy has proved generally popular in Nyasaland. As regards the appointment of paramount chiefs as Native Authorities, the policy of Government is to recognise the chiefs whom the natives themselves recognise. Any other arrangement would be neither desirable nor practicable.
