asked the Minister of Health whether, under Part X of the Local Government Act, 1933, trade organisations, ratepayers' associations, federations of associations, or political parties are, according to the practice of his Department, permitted to be present or represented at the audit and make any objection to the accounts before the auditor?

The organisations to which the hon. Member refers can be present at an audit and make objection to the account before the District Auditor only as representatives of one or more local government electors. It is for the District Auditor to determine in each instance whether persons purporting to represent local government electors are in fact so representative.
