§ THE SECRETARY OF STATE FOR INDIA (THE MARQUESS OF ZETLAND)Inasmuch as the nature of the Rules to be made must depend on the numbers who express objection to the transfer of their interests to Commissioners, it is not possible to publish them in advance of the date fixed under the Order for the lodgment of objections.
In this connection, I would invite attention to the statement in paragraph 12 of the Memorandum on the subject laid before the Joint Committee on Indian Constitutional Reform, Record C. 1 No. I. I may, however, state that, if the numbers expressing objection are sufficient to justify the continuance as mutual insurance institutions of the portion of the funds attributable to them, it is the intention that the Rules made 670WA shall reproduce, in all material particulars, those at present in force.
