§ THE UNDER-SECRETARY OF STATE FOR FOREIGN AFFAIRS (EARL STANHOPE)While His Majesty's Government fully recognise the desirability of laying a White Paper on this subject at the appropriate time, they feel that it would not be in the public interest to take this action at the present moment. His Majesty's Government are aware that a White Paper was issued shortly after the opening of the London Naval Conference in 1930, but they do not regard its issue on that occasion as necessarily creating a good precedent for future conferences.
