§ Mr. MANDERasked the Secretary of State for the Colonies whether his attention has been drawn to the case of Wulff Maximilian Heinrich, Baron von Bultzingslowen, who was first sentenced in the district officer's court at Moshi for flogging a native; whether he is aware that medical evidence showed that the flogging was so severe as to endanger the life of the native; that the sentence imposed included a recommendation for deportation after the sentence; whether an appeal has been lodged with the governor against the order for expulsion; and what action has been taken in the matter?
Mr. THOMASThe answer to the first four questions is in the affirmative. The Governor of Tanganyika has reported that, apart from the appeal after consultation with the executive council, he decided on the merits of the case not to accept the recommendation for deportation.
