§ Viscount CRANBORNEThere is no authoritative list of the independent countries of the world who are potential members of the League of Nations. Of the countries with whom His Majesty's Government normally maintain diplomatic relations, eight are at present not members of the League. These countries are Brazil, Costa Rica, Egypt, Germany, Japan, Nepal, Saudi Arabia and the United States of America. The answer to the second part of the question is in the negative.
