§ Captain WALLACENegotiations for a new agreement to deal with debts due from Rumania to persons in the United Kingdom are proceeding, and it is not possible to anticipate the form which any agreement that may be concluded will take. One of the principal objects of the negotiations is to provide for the payment of outstanding debts.
