asked the Secretary of State for the Colonies whether his attention has been drawn to the recent elections in Ceylon where, owing to the ignorance of the electorate and in spite of the use of the coloured voting box system, contests were decided on grounds of race, caste and religion; and whether he will consider the sending out of a commission of inquiry to decide whether, in the interests of good government, the system of universal suffrage should be amended?

I am asking the Governor for a full report on the general election. Pending its receipt I do not think that I could usefully make any general statement.
